The file and view and shading thing that goes on top of the view ports isnt there how can i get it back?

Shift + m will toggle your panel menus. Ctrl + m will toggle your main menu.

Click "Window>Settings/Preferences>Preferences..."; then under "interface" look for "Show Menu Bar"; "In Panels" should be unchecked, so just check it and that should do it.
