i *think* i know, but to make it more cryptic I wont give the answer fully, give the american patrons time to guess

I think its based on a character from a TV show from the early 90's, played by the presenter of the current quiz show QI, and the voice of the UK Harry Potter audio books?

I'm, probably so off the mark, that the mark is just a tiny spec in the distance, but you gotta give these things a guess!

Just to add my own little question, in the Hitch Hikers guide Arthur goes to Magrathea (sp?) to meet a man who helped design the earth. Thers one million 'respect' (non refundable, actual value $0.001) points if you can tell for what attribute of which country did they guy win design awards for?

This is such a random question and either bores the hell out of you or confuses the hell out of you, so apologies if you fall into either category.
