Looney Tunes question

Hey everyone!
Question that is driving me absolutely bonkers. I used to watch Looney Tunes and all those cartoons when I was younger, and I distinctly remember an igor-like character with puffy eyes, big lips, and a weird voice who looked mildly like Cole Porter in a strange way user added image

Now, I used to have nightmares about this character coming into my room, so for all I know, he could have ONLY been from my nightmares; but I sure hope not.

Either way, if you all have any idea, I would really love to find out.

Ben, next time you're in area check out Venice/Venice Beach, Santa Monica, Hermosa Beach, and Redondo Beach, all happening spots away from the hub-bub of downtown L.A.

Venice/Venice Beach actually has quite a few graphic artist shops/render houses on Abbot Kinney Blvd.
