'Buckled' Mesh

Hi there! I am an admittedly new Maya user looking for a bit of advice in regards to rigging mesh. I have made a simply model in zbrush and brought it in to Maya to rig and skin. I've attached three images: the simple model in maya, with the avatar shape with the rig underneath, the model rezzed inside second life (so you can see the model itself imports fine) and the model on the avatar (the avatar is wearing an alpha layer so you can see the mesh distortion). The lower portion of the garment seems fine but the upper area is buckled and jagged. I have tried multiple meshes, and tried adjusting my weights, all to no avail. Any suggestions as to what the problem might be would be very appreciated.
