Problems with snapping and selecting items

I am having problems with objects snapping to grid and tool isn't selected, at least visually. When I try to scale it with the scale tool, it acts as if the snapping tool is on. Does anyone know how to fix this problem

check up the top (if you havent already) as mine sometimes does this but I noticed the icon was selected as on. Accidently pressing the x or c key does this.

another possibility is your tools settings: make sure "discrete" scale/rotate/move is off. Discrete settings force transforming the object by specified increments... may look like grid snapping.
