Lighting with Physical sun and sky

hey everyone, I got a brief and a sample of the expected work from a client. The only problem is I dont know how to go about lighting a scene like this. Been reading on some tutorials on how to go about it but they are in 3ds max and they talk about photometric lights. Any ideas on how I can do this

photometric lights aka ies lights just connect an ies file, they can be found here https://www.lithonia.com/photometrics.aspx to a point light under the light profile tab in the mental ray section of the light node

I see nothing in that image however i'd use an ies light for, i'd do the light halos in post.

Did a quick Render and I think that Photoshop is the way to go. I can only go so far with mental ray. So its Photoshop tutorials that I am scouring the net for right now

You could perhaps output a contribution pass of the windows or lamps or whatever needs to glow then use that in post to apply the filter/fx.
