Light Linking Problem ...

I have a scene with a car. The car is being lit by a HDRI and a Directional Light. However, the tires are too deep in shadow. So I created a Spot Light to illuminate just the tires a bit and used the Light Link Editor to make sure only the tires are being affected. But when I produce a render the full car is also being lit. The Light Link Editor shows only the tires linked to the Spot Light, and conversely only the Spot Light linked to the tires. I also tried the "Select objects illuminated by light" and "Select light illuminating objects" to check linking and all is correct. I also tried the "Make light links" and "Break light links". The full car is still being lit by the Spot Light. This is like Maya 101. VERY easy basic stuff. So what gives. I'm at a dead end here !!!!!!!
