Scale- Non-uniformally

I, for some reason can no longer scale objects non-uniformally. I can only select the centre yellow box and scale everything in uniform with each other. The individual x,y and z scale handles appear off the screen, even if I zoom out this is still the case.

Can someone help me, I'm sure its probably just a check box Ive inadvertantly clicked by mistake.

try tapping the minus key a few times to scale the manipulator size down. (+ and - control the size/length of the manipulator handles)
