Give me a sec, will ya? user added image

Have you used the insert key recently with components selected?

Pressing insert while you have CVs or what-have-you selected and you can move your pivot for that selection. You also should notice a small blue circle near your gizmo. If you click this, it will make the manipulator stay at the new location, otherwise, it'll reset each time.

The first thing I can think that must have happend is this circle was clicked while using the insert key with the rotate tool. Click that circle again and it should go back.

EDIT:

Well, hopefully this will help for next time.

I tried to create the problem again without success. I don't think it was what you suggested. Here is a screen shot from the old file.

If it was what you said then it should have the same effect for scale, rotate and move.

When I had the problem only rotate was not working/centing for the selected control vertexes.

here check it out

Anyway it was pain in the backside :-)
