un-refining part of a subdiv mesh?

is there a way to un-refine part of a subdiv mesh? I know you can use Clean Topology but that works only on the entire mesh as far as i can see...

ok i get it...it optimizes whatever it can throughout the entire mesh, keeping whatever's needed. but still... would like more localised control tho...

any thots on this?
