Is it just my eyes, are are your arms connected to diferent joints? Any reason why?

it works and doesn't work, I have no idea whats wrong anyway, I am going to take break from him and start texturing the building and then come back and try rig him.

Well I decide to go back and correct the flow in the model, also decided to try a normal map as well, here it is, it is not very strong for some reason when I add the costume texture it is barely visible, any help is useful.
