my cloth skirt falls of when simulating it with animation

running a simulation for cloth skirt on animated walk baked to the rig for my model, causes the skirt to fall to the ground, do i need to set a mesh constraint or is this to do with another setting? when i run the same tutorial with a model and cloth from maya unlimited, the trousers dont fall to the ground & there dont seem to be any mesh constraints

I would put a constraint on it to make sure.
