Compiling Rendered Pictures Into Videos

I have a finished product I rendered into .TIFF images with Mental Ray and I was wondering what program is best for making these all a video where every picture is a 24th of a second, and how to do so in that program.

After Effects is a good one. Just create a new composition and import your frames as an image sequence. There's probably a ton of free tuts on the web. If you need something free, I think VirtualDub works.
