One mesh or multiple when animating?

Hi all, I've made a simple character model of a penguin and I'd like to make a simple rig for it with some blend shapes for the face. Should I be combining the beak with the rest of the body like the penguin on the right or leaving them separate as on the left. Which will be easiest to create morph shapes with?

The easiest method would be to combine the two. It's debatable if it's the "best" way however.
