Baking Orthogonal Reflections Issue

When baking to texture using a blinn, I can't seem to get different results with and without orthogonal reflections turned on. No matter if it's on or not, it will bake out with orthogonal reflections.

I would like for it to not bake out orthogonal reflections.

How can I troubleshoot this?
