Short answer: No.
Harware rendered particles may get some boost on speed and quality but software renderer (the normal renderer) doesn't have anything to do with the gfx card.

but if you get more RAM put in your CPU will that speed up renders ?
or let you render things that take a lot of memory ?
youd probably be better off going for a high end gaming card with lots of ram. That way it should perform ok in maya and be perfect for games. Probably cheaper than a proper 3d/CAD card aswell.
however if your doing proffesional type stuffs, the proper gfx is obviously necessary.

i can only have a max of 1.5gb of ram when i originally wanted two
but anyway, i wanted a professional card for maya to speed up viewport displays cos i really hate it when i have to do lots of playblasts cos it wont play at correct speed, to have to re-render stuff, so bring on the power
