the settings for mental ray also need to be set up correctly. like reflections.

and my bump map file in photoshop is a VERY fine grain (effects/noise/add noise) then the layer opacity is set to like 10%. Then i just erased sections where i wanted puddles....very simply now that i think about it...but ya took me like 3 hours.
