The entire tire width looks too thin, IMO. With the amount of offset on the rims, the tires should be wider. Even the rims should be A BIT wider, but not crazy wide. If that makes any sense? heh

The plug wires actually go into where that white part is (distributor/coil pack) on the top part of that image you referenced. And as far as the ITB's, yes. In that image, those are a style of ITB's (individual throttle bodies).
