Making a ball of dust

I'm not sure if this is the best place to ask, but I'm trying to give an object the appearance of being made from dust/dirt. Kind of like a dirty fluff ball.

What would be the best way of doing this?

I'm thinking very short fuzzy fur maybe. Try to experiment with that?

Try a volume primative (sphere) and apply some cloud or noise textures as to what effect you want.

I experimented a bit with the fur method, but im not too convinced about the results.

I also tried somethign with a combination of "dirt" shaders and fur, which looks - different.

Any ideas of what else I could try?
