Shark Tutorial Question

I had a question about the shark tutorial. When the guy first starts to use the extrude face to divide the face into three parts, he:
1)selected the face
2)selected extrude face
3)changed from the manipulator tool to the scale tool
4)then grabbed the handle to subdivde it into 3 faces

My question is why didn't he just use the scale handles from the manipulator tool?

no really there sre so many ways to do it that it was just so I was using the scale tool to show people where it was who have never used it ... thats all
