Water shaders and best renderer

Hi, I'm new on pretty new when it comes to rendering. I've managed to make HDRI renders of Half-Life 2 models etc. Now I'm looking into different shaders and stuff like that. I was wondering what is the best renderer I could render my .mb/.ma scenes in, like a renderer that supports MAYA and maybe 3D Studio Max. And how do I render water like done in this Pic?
The pic was done by John Manning, as said on the pic.

Software
Milkshape 3D
Wings 3D
Blender
3D Studio Max 7
MAYA 6.5 Unlimited

I would just use mental ray for your rendering. There is, Final Gather, and Global Illuimination, with a combination of these, theres nothing you cant render.
As for the water, you could create that in Maya fluid effects. Very easy to do. Just a little slow to render.

There's nothing normal about normals. In FACT i think the are abnormal.
