Ive been thinking about this, and its kinda hard to know what you mean. I think you have a spot light with light effects added to it to make it visable.
I know that light effects are very touchy and tend to go on and of in an animation depending on the distance the light is from the camera.
If you dont have any luck with it, one thing you could try is to create an object like a sphere. Then add a material to it, add some colour, then scroll down to "special effects"
You could then tick hide source, and push the slider a fair way up. This will cause the sphere to become a glowing ball.
Add this sphere to your path.
Now you could parent the spot light to the ball.
Just some ideas..
Maybe show some examples of what your trying to do, if im of the wrong track..

I tried this and had the same problem as you. According to the maya help file, createing that locator should have moved it, but it doesnt.
So instead of adding the glow to the colour, i just scrolled down and clicked on the light glow. I then chose "glow type" as Ball.
Then i added the light to the motion path, and it all worked fine. Flow these exact steps and you shouldnt have a problem. I you want i can send you the maya file if you cant get it to work.
Also using a spot light for this method didnt work, i had to use a point light.
There's nothing normal about normals. In FACT i think the are abnormal.
