parenting in the hypergraph

I have a little hand I'm making and I need to make certain parts of the bone structure CHILD to other parts. How do I edit the parent/child relationship between scene components?

Unless I am misunderstanding the problem you should be able to open the outliner and adjust what is parented to what from there...you can just mmb click objects in and out of parenting...
