Is that a velvety/soft material? or is it a sparkly/metalic material that you need?

it s look like small (very small) fur.
the color change depand on the camera angle

But if it's simply a color change based on the xyz translation of the camera,
then you can simply make a set-driven-key connection where the translation of the camera will adjust the 0-1 value of a ramp in the color or diffuse channeluser added image
