OK, my Windows knowledge is a bit rusty (its slowly getting erased by Linux), but in the Device Manager, are there entries for the USB controller(s) under the System category?

This issue sounds like a drivers problem. I have had similar issues with my USB Tablet before, and getting the latest drivers helped.
If you are getting issues with a pen drive, which should work by default, I suggest getting hold of XP SP2 and installing it. I know you may have a copy of Xp with SP intigrated, but applying a service pack can resolve issues like this. Other than that please install SP3.
