Part of object appears locked when deforming using smooth bind

Hi again...

Another newbie issue...

I have bound two separate joints to a polygon as in the picture below, as a smooth bind. The part on the left rises fine and deforms as expected - but a part of the object on the right is 'glued' to the ground.

What am I doing wrong?
