model the basic shape of the cloth on the bars then make the cloth an nmesh object then set up some constraints to constrain the cloth to the bars that should do it, with a lot of tweaking.
As for the material use translucency with a translucency map in the shape of the weave pattern, thats probably the easiest way to get it done.
