Make an Object Only Able to Move a Certain Distance

I am relatively new to rigging so sorry if this is a stupid question.
Anyway, I have a slider controller made of two NURBS surfaces, one a small circle and one a big and wide one, which the small circle is meant to move around in, which will control a value such as a blend shape.

What I want to do is set it so the small circle can only move to each end of the outer circle and no further, which is 2.95 in X, left and right. This will make it work like a slider.

Is there a way I can constrain the position of the small circle to the size of the larger circle or something similar?

(The small circle is called "eyecontrol" but it is unlikely I will use this to control eyes).
