That's certainly a challenge. It's not an easy thing, even for big production houses. Hair is hard. That said, the best way to approach it is to do lots of tutorials and reading online. Do lots of experiments, post your results.
nHair and xgen would be good places to start. Look at some of the included examples in the visor under nHair.
