Get halfway through a model and find it's an unworkable mess? Can't add edge loops where you need them? Can't subdivide a mesh properly? If any of this sounds familiar check this course out.
But as for the actual balloon dynamics, that can be achived by adjusting the friction and resilience of each piece of balloon geometry so they bounce off of each other as much or as little as you want
