I accidentally figured out another way, all using Maya 6.0 built in tools ------>
Make a 3D container, then fill it
in properties under contents method..... make sure fuel, /// velocity and temperature are on off then density to gradient
now under density change it from default 0.500 to 0.200
now create an ocean (hold space----fluid effects---ocean----create ocean) after this select the ocean and delete it (were gonna steal the texture in Hypershader....)
now go back to your 3D container properties and open hypershader (ocean shader should be in there) in the 3D container properties open Surafece and change from volume render to Surface render and click on Soft Surface
Now open Color tab
midldle mouse drag the ocean shader from hypergraph into the little box beside selected color...
And now rezise the 3D container to whatever you need
this looks like water its seethrough up to a point and when you go under it makes this efect (if it is too dark it was my single lighting source, it is brighter on different computer screens...if needed i could repost brighter)
