you can make a normal character sort of cartoonish by using the vector render if you know how to use it right, or by using a cartoon shader

Unfortanatly, tutorials of that complexity don't come free on the internet. If you just want the head however, that's wouldn't be to hard to find.

cartoon characters are made just like realistic ones. It's just the shape that changes. My best advice is to have reference, whether they be your own drawn cartoon front/side views or something else.
