rotating sphere

I have a sphere with a texture applied to it that I'm using as a sky. I was wondering if it was possible to rotate the sphere, but rotate different parts of the sphere at different speeds. For example, I want the top part of the sphere to rotate faster than the lower part, without having to cut it up.

This tutorial has a step that nails it, but it's for cinema4d and I can't seem to get it to work in maya. It's the section called "Moving Clouds".

Here they talk about a bone and a vertex map, but i'm not sure what that means or where to find it in Maya. If someone could help clarify, I'd be forever grateful. Thanks!

we did this on the film Mrs Henderson Presents for the Blitz scenes and we have 4 different layers of clouds. So we had four spheres that fitted inside each other (there was a bit of a gap inbetween each on to give some paralax). each one had a cloud map mapped to it and so we slowly rotated them around the same point very slowly! The problem with twisting the sphere is that your UVs will stretch so it's better to rotate the whole sphere.

Thanks for the reply.
In my original project, I actually did that very same thing. The problem that I encountered was rendering time with all the alpha maps. I just really wanted to try the vertex map/bone option out and see it for myself, but thank you again for the suggestion. Do you happen to know how I can apply a vertex map to a bone, or even how to create a bone? I kinda want to UVs to warp...the environment I'm trying to create is sort of surreal so it might add a cool effect.
