Shading based upon light direction?

Heya.

In a nutshell, I need to be able to produce city lights on a dark side of a planet, simular to this:

However there are a number of other shaders I want to make based upon this.

I understand that a ramp shader in Maya can alter color depending on the location of a light, however I'd like to alter the transparency in this way, but I cant seem to find any way to do this.

Is it at all possible to create a shader in this way, or even base transparency upon a shaders specular?

that is exactly what one of the toon shaders does.., if you can read the help files or if you can finf a tut about them you will be in buisness.., I cant remeber, its been a while.., dont let the names of them stop you from really checking them out, read through the help files about their function individually and grab the one that most suits your needs
