IK Handles, Help badly needed

hello
I have made a skeleton for Human Arm and I tried to attach a IK handle to it to control it. so the problem is after attaching the RPik handle (with default setting) but the problem is the handle itself move while it does not control anything. I mean the handle moves and stretch and snaps back but the joint does not follow it.
I have attached the file and I really hope someone tells me what has gone wrong.

Make sure that Modify > Evaluate Nodes > IK Solvers is turned on, you probably turned it off to move the IK handle past the forearm roll joint and forgot to turn it back on.
