arm rig prob

Ive got this rig in place now, however im having problems rotating the arms.

Using my shoulder control curve, i rotate it to test it. But instead of it rotating all the way, the arm only goes so far, then starts rotating back.Same witht the elbow.

Why does this do this? surely it should rotate all the way to across.
