IK handle moves when parenting to a reverse foot joint

hello

funny thing is I recently faced this problem which is new to me and never seen it before.
I have created a joint set for a leg from hip to toe.
then I use the RP IK and connected the hip joint to ankle
then I created a reverse foot joint set
now when I parent the IK handle to anything specially the joint IK handle moves and I have to move it back to its original place.. I have been setting up characters for long but now I saw this problem which I have no idea where it came from
anyone knows what is hapening here?

If no one else has an idea, would you be able to post your outliner (the relevant areas?) I have a feeling it has to do with some unusual parenting, but I'm not experienced enough to say for sure.
