"A new ToolClips feature has been added to Maya, which essentially is an “expanded” tool tips which can have more information about a tool including a short video description on its use."
That kinda sounds like what you've been looking for.
Most other articles I've found are forums by people wishing that it existed.

Yee, I thought thats it, but kinda hoped its not...Hi, what version of Maya was the tutorial done in. I've found an article which tells of new features in Maya 2014 that says:

That kinda sounds like what you've been looking for.
