How would you create the underwater look like looking at a fish tank?

I would like to know how would you create the ocean surface and underwater look like in the image? I have some idea on the caustic lighting for underwater part but I am not sure how to create that blue and blurry look.

What I am after is to create a scene which showing both the above and below the ocean line, like looking at a fish tank, either animated or still. Is it possible to create it in Maya or it's a compositing side of task? I think the ocean line could be a modeling + shader task?
