Maya 2020 fundamentals - modelling the real world
Get halfway through a model and find it's an unworkable mess? Can't add edge loops where you need them? Can't subdivide a mesh properly? If any of this sounds familiar check this course out.

A felt texture

I was wondering if anyone has any ideas on how to make a felt texture.

Kinda like the look of a cotton ball, but not so puffy, more compressed. Yet still being able to see some loose strands of fabric hanging off.

Anyone have any ideas?

There is a script that creates the illusion of a felt-like material on this site..

I'm not sure where it is at on the site. You will have to do some poking around yourself.
