how do i project a texture on an object???

mmh....if you mean how to put one on a object.
window > rendering editors > hypershade

then choose the texture and drag and drop with the middle mouse button.

thats not what i meant....isnt there a way to sort of project a oicture or something on an object??

Map a texture to a light using a file attribute.
That should help you up.

like a gel of a spotlight?
if so then you take the image file you want to project, and map it to the colour attribute of a spotlight
