Yep mentalray does do it, just not as nicely as some other programs. Maya does not recognize .hdr files, but mentalray does. So when you load it in, maya will give an error, but just ignore it.
basically, just make a hemisphere around your scene, reverse the normals, map your hdri image onto it. You'll have to have to change the HSV V value of Color gain in the attributes of the .hdr file to get the effect you want. Somewhere around 1-2 usually works. Render with final gathering and your good to go.
