Toon Outline For Face Cheek Bone?

Hello,

How can I add toon outline for the face of my character for her cheek bone? I want it to be visible like a 2D cartoon.
Is it something that I have to setup in maya "assign outline", "shaders" or from the model itself?

i just want it to look like this one: check superman's outlined cheek bone...

I am not sure if you can get such a outline by using a toon shader. fact is the out line gets drawn in context with the surface angle to the camera. this means you have to model the cheek in a specific shape - maybe over exaggerated - until you get a desired outline.
