problem with manipulators

hi, for some reason my manipulator tool doesnt display, ive no idea where its gone, its there when i do move,rotate,scale . but if i do extrude it isnt there, its happend before and sorted itself out, its anoying, how can i fix it?

plus my snap to grid/point etc thing doesnt seem to work

couldnt find the config, deleted maya and everything to do with it :p, reinstalled and all is working well user added image
