Creating Light Streams

So, I'm not good at explaining things. I've just begun looking into particles, and I'm currently working on a project. My ultimate goal right now is to make something along the lines of what is in this video (referring to the glowy balls with light streams circling around the woman

I haven't found any particle effect yet that seems to be similar, and since I'm new to it, I was hoping someone could give me some guidance on how to create such things. Any help would be appreciated =) Thanks.

Well, if you only want a few little orb things, you could create a few spheres, add some glow and an emitter (for the tail) to each and attach them to various circle motion paths to glide around.

Or if you want completely random, I think there's something with a newton field that could do that, with a turbulence field.

Don't know the specifics, but hopefully that gives you something to go on.

Yeah I've been playing around with the emitters. So far the closest thing I got was a cloud smokey effect. Still working on modifying it a bit, but it still doesn't look quite right.

Neon Glow paint effect you think? Only thing off the top of my head I can think of that might remotley work.
