eye modeling

so i've got a slight problem with a character model that i'm working on, main is that i have to piece meal reference pics together but the other is that while making the eye shape when i form it to an actual sphere or modeled eye the shape deforms to the point that it no longer looks like the original eye shape. So when presented with this problem if anyone has do you form the shape to the eye or form the eye to fit the shape?

The biggest thing to get right is the actual size and position of the eyeball itself. Most people judge that it's bigger than it actually is. The eye is actually only a bit wider than the lid itself. One thing that you can do, is find a free model of a skull, position it under your mesh, and place the eye then.
