Trying to define a mouth. Crease Tool? Bevel?

I need to define a mouth on this fish. I will not need a functioning mouth. I just want to make him swim about. I checked a few tutorials on YouTube that implied that the Crease Tool, or the Bevel tool might work...but not for me. When I tried the Crease Tool, the selected edges got thicker, but didn't affect the geometry. The Bevel Tool seems to scramble the edges. Again...not effect on geometry. How should I proceed?

The easiest way for me is to delete the polygons that define the area of the mouth, grab the edges, and extrude inwards. Then just sew up the verts and tweak the edge flow.
