Toe through floor

I'm using an FBIK setup with a five-toed foot with added heel and ball effectors. When I rotate the foot down against the floor contact plane, the big toe goes right through it, apparently unaffected. The other four toes stop against the floor as they're supposed to. I've checked that the joints are unlocked and properly oriented, I've made sure the floor contact points are wide enough, that everything is named correctly... Now I'm stumped. Any ideas? Thanks.

when you made the foot roll haven't you forgot to drive the big toe? otherwise i would not know what's wrong.
