Eye rigging

I parented my eyes to my head joint and they don't rotate correctly. I froze transformations which seems to have helped a lot of people on this forum but it did not fix my issue. I even tried creating a brand new sphere and parenting it to the head joint and it still does not rotate properly breaking through my model face.

Can you post a screenshot of the problem rotation and the position of the eyes relative to the joints?
