should i delete construction history? does tha thave any effect on anything?

i mite know what the problem is, but i have no idea how to fix it
its cos, well, there are 2 bones which arent affecting the arm, forearm and clavicle (i think thats it, cud b more) but these 2 bones arent affecting any CVs of the arm, so i guess thats my problem and why the arm has no input connections of either, cos they dont control any CVs of the arm
so i nd to make sure these joints affect a CV, but how do i do that? cos in the paint membership, it doesnt even list these bones, so i cant paint their membership of CVs
where would i go to do this? rebinding is no good cos when i rebind, it just misses these bones out anyway for some reason user added image
